Tom Baxter is director of investor education and a member of the Investment Institute, which he helped launch in 2025. He is a vice president of T. Rowe Price Group, Inc., and T. Rowe Price International Ltd and serves as general manager and Board director of T. Rowe Price Investment Consulting (Shanghai) Co., Ltd.

Tom’s investment experience began in 1993, and he has been with T. Rowe Price since 2019, beginning in the International Equity Division in Hong Kong before later moving to London. Prior to this, Tom was employed by Wellington Management, where he built businesses and led teams in the U.S., the UK, and Asia across a variety of functions, including equity portfolio management, equity research, structured finance, and distribution.

Tom earned a bachelor of arts degree from Harvard University. He also has earned the Chartered Financial Analyst^® designation.
