Phil Burger is a portfolio manager in the Investment Counsel Group in the Global Equity Division. Phil is a vice president of T. Rowe Price Group, Inc.

Phil’s investment experience began in 2000 when he joined T. Rowe Price, beginning in the Portfolio Accounting Group.

Phil earned a B.S. in economics and political science from Towson University and an M.B.A., with a concentration in finance, from the University of Maryland. He is a Series 7 and 66 registered representative and has earned the Chartered Financial Analyst® designation.
