Hugh McGuirk is a portfolio manager in the Fixed Income Division. He is a vice president of the State Tax-Free Funds, Inc.; cochairman of the Investment Advisory Committees for the Georgia, Maryland, and Virginia Tax-Free Bond Funds; and a vice president and Investment Advisory Committee member of the Summit Municipal, Tax-Free High Yield, Tax-Free Income, Tax-Free Short-Intermediate, and Intermediate Tax-Free High Yield Funds. He also is a member of the Valuation Committee. Hugh is a vice president of T. Rowe Price Group, Inc., and T. Rowe Price Associates, Inc. 

Hugh's investment experience began in 1991, and he has been with T. Rowe Price since 1993, beginning as a trader in the Global Trading department. After that, he became a portfolio manager on the Municipal Bond team, in the Fixed Income Division, and then head of the Municipal Bond team from 2005 to 2021. Prior to T. Rowe Price, Hugh was employed by Alex. Brown & Sons in Baltimore as an assistant vice president and municipal underwriter.

Hugh earned a B.S. in applied mathematics from the University of Virginia and an M.B.A. from Harvard Business School. He also has earned the Chartered Financial Analyst^® designation. Hugh is the past president of the Municipal Bond Club of Baltimore and a member of the Baltimore CFA Society.
