Andrew Burger is a senior legal counsel within the Legal Capital Markets Group in the Legal, Compliance and Audit Department. He is a member of the Stable Value External Manager Due Diligence Committee. He is a vice president of T. Rowe Price Associates, Inc.

Andrew’s T. Rowe Price experience began in 2007. He was with T. Rowe Price from 2007 to 2009, beginning in the Financial Institutions Services Group, and again from 2014 to 2017 in Investment Compliance. His experience in the Legal Capital Markets Group began when he returned to the firm in 2022. Prior to his current role, Andrew was employed as the judicial clerk for the Honorable John G. Turnbull II on the Circuit Court for Baltimore County and as an associate for a boutique law firm in the area of litigation. Andrew also was employed by the MITRE Corporation, concentrating on regulatory issues and federal rulemaking.

Andrew earned a J.D., summa cum laude, from the University of Baltimore. He also earned a B.A., cum laude, from Dickinson College.
